average is simultaneously home to more of the world's poor than at any point in modern history?

That is not a paradox.

That is a policy failure.

And that is what we are getting into today.

Let's start with what growth actually means in Africa.

because the headline number hides everything important.

When economists say Africa grew by 4.2% in 2025, what they mean is that the total value of goods and services produced across the continent went up.

What they do not tell you is who captured that growth.

The World Bank's own analysis is blunt.

Per capita income gains in sub-Saharan Africa will remain inadequate to make significant progress in reducing extreme poverty.

In over a quarter of the region's economies, Per capita income will not recover to pre-pandemic levels by 2027.

And here is a structural reason why.

Africa's growth is overwhelmingly commodity-driven and road-based.

It flows through oil fields, mineral extraction, and urban construction.

It accrues to the people who own the land, the licenses, and the contracts.

It does not flow through the labor market in the way that, say, manufacturing-led growth in East Asia did.

When a country builds a road, the GDP goes up.

The woman selling Indomie by the roadside does not automatically earn more.

The result is what economists call K-shaped growth.

The top of the K keeps climbing, the bottom keeps falling, and the middle, the class that was supposed to be Africa's great economic story,

is being pushed out.

And there is a second problem that rarely gets said out loud.

Africa's GDP growth is not much higher than its population growth.

In 2025, Africa's GDP grew by 4.2%.

Its population grew at around 2.3%.

That means per capita income, the actual amount of wealth per person barely moved.

China's economic miracle was built on double-digit growth, 10% a year for three decades.

That kind of growth outpaces population growth so decisively that it lifts living standards across the board.

Africa is not there.

And until it is, headline GDP growth is almost meaningless for the average person on the street.

Now let's talk about the top of the K because the numbers here are crazy.

In 2000, Africa had no official billionaires.

I say official because some politicians' bank accounts probably told a different story.

As of July 2025, Africa had 23 billionaires.

Their combined wealth had grown by 56% in just 5 years, reaching 112.6 billion dollars.

In a single year, 2024-2025, billionaire wealth in Africa grew by 36.5%.

That is more than double the global average rate of billionaire wealth growth.

To put that in human terms, just 4 of Africa's richest billionaires,

Ali Kodangote, Johan Rupert, Nikki Oppenheimer and Naseh Sawiris,

held in July 2025 $57.4 billion between them.

That was more than the combined wealth of 750 million people, half the continent.

And it is not just the billionaires.

Africa's richest 5% now hold nearly $4 trillion in wealth, more than double the combined wealth of the remaining 95% of the continent's population.

The richest 10% of sub-Saharan Africans capture 55% of all national income.

The top 1% alone and 20%.

In South Africa, the continent's most industrialized economy, the top 10% hold around 66% of total national income,

while the bottom half receives only 6%.

It has the highest Gini coefficient of any major economy on earth.

Nearly half, 23 of the world's 50 most unequal countries, are African.

But the part that isn't getting enough attention is what is happening to the middle.

a medical bill, a drought, and they fall back.

And that is exactly what has been happening.

In Nigeria, one of Africa's largest economies, real purchasing power has been eroded by inflation and currency devaluation.

In Zambia, the middle class contracted sharply after the 2020 debt default.

In South Africa, there is an entire category of people described as not poor, but not middle class either.

A squeezed segment with no safety net and no upward mobility.

Meanwhile, the governments that should be building the floor are cutting it.

95% of the world's poorest countries, many of which are African, cut spending on education, health, and social protection to service debt.

And here is the tax picture.

For every dollar African governments raise from income and wealth taxes, they collect nearly $3 from VAT,

a consumption tax that hits the poor hardest.

On average, the continent collects just 0.3% of GDP in wealth taxes, less than any other region on Earth.

So what is the alternative?

Because I want to be clear, this is not an argument against growth.

It is an argument about the kind of growth that actually changes lives.

The modelling is stark.

If African governments simply tax their riches 1% an extra 1% on wealth and 10% more on income,

it would generate $66 billion a year, 2.29% of Africa's GDP.

That is enough to close the funding gaps for free quality education

and provide electricity to every home and business still in the dark.

Not foreign aid, not debt, tax revenue from people who can afford it.

But the deeper structural fix is about what kind of growth Africa builds next.

Commodity exports and construction create GDP.

They do not create a middle class.

Manufacturing creates a middle class.

Services create a middle class.

Industrialization, the kind that employs millions of people at rising wages, is what turns South Korea,

Taiwan, and China from poor countries into prosperous ones.

Africa has the youngest population on earth.

It has the labor.

What it does not yet have is the industrial policy to put

that labor to work in ways that distribute the gains broadly.

This is where I land on this.

Africa is not failing to grow.

Africa is growing in a way that concentrates the gains at the top and leaves the majority behind.

That is a choice made through tax policy, through debt agreements, through the decision to cut public services rather than tax wealth.

And this can be changed.

The continent has the data, it has the examples.

What it needs is the political will to build economies that work for everyone, not just the four people who between them hold more wealth than half a billion Africans.
