Vietnam is about to enter a new leak in global capital markets.

After being placed on FTSE Russell's watch list in 2018,

Vietnam was announced for an upgrade from Frontier to secondary emerging market status in 2025, following years of reforms and preparation.

Yes, and now that transition is approaching its final stage,

with the upgrades set to take effect on September 21st. Let's look back at Vietnam's journey to secondary emerging market status.

Vietnam's journey began in 2018 when Phu Tsi Roso placed the country on its watch list for potential reclassification.

But the upgrade remained elusive for years, with foreign investors still facing barriers to market access.

One key obstacle was Vietnam's settlement system, which requires investors to have sufficient cash available before placing a trade.

Things began to shift in 2024, when the Ministry of Finance introduced Circular 68, removing the pre-funding requirement.

I think the work in the past two years put together by the regulator,

the market participants together, has demonstrated the continued commitment towards the reform.

Typically in other markets, they take away and come back in one year, two years' time and say, OK, we are doing this.

In Vietnam, it could be done within a week or a month.

Then, in February 2026, Circular Aid of the Ministry of Finance took another step forward.

It allowed non-resident foreign investors to place orders through global brokers using their securities custody account numbers,

without having to open a separate trading account at a domestic securities company.

Circular 68 was introduced to address the non-prefunding issue.

CIRCULAR 8 added another extremely important element for foreign investors, the global broker mechanism.

The introduction of CIRCULAR 8 enabled the global broker mechanism to take shape

and made it easier for foreign investors to access the Vietnamese market.

As part of the upgrade process, 27 Vietnamese stocks became eligible for inclusion in the FTSE Global Equity Index series this September,

putting some of the country's largest companies on the radar of a broader pool of global investors.

We estimated around 1.5 to 1.8 or even 2 billion capital flows to go into the market.

Now those flows are going to be allocated to those companies that are eligible for index inclusion depending on their index rates.

Beyond the initial capital inflows,

the upgrade could could help reshape Vietnam's predominantly retail-driven market by attracting more institutional investors

and helping meet the country's medium and long-term capital needs.

Retail investors currently account for around 85 to 90 percent of trading activity, making Vietnam one of the most retail-driven stock markets in the region.
