The Shangri-La Dialogue over the years have become one of the

most important independent forums for the exchange of views by international security policy decision makers.

which is widely recognized as ASEAN Premier Defence Summit.

And now the ISS Shangri-La Dialogue is a unique meeting to debate the region's most pressing security challenges.

The dialogue brings together defense ministers,

military leaders, senior defense officials,

business leaders, as well as security experts from all around the world to engage in important bilateral talks

and come up with fresh approaches together.

And to mark the opening of the 23rd edition,

which will take place from May 29th to 31st,

Party General Secretary and State President Tholam will deliver the keynote address.

Other previous keynote speakers have included French President Emmanuel Macron,

India's Prime Minister Narendra Modi and Australia's Prime Minister Antony Abanis.

And now moving on with more updates on the Shangri-La Dialogue.

As the 23rd Shangri-La Dialogue opens in Singapore,

attention is turning not only to Vietnam's keynote address but also to the wider security challenges facing the region.

From great power competition to maritime tensions and global conflicts.

To understand more about the hotspot of this year's Shangri-La,

we are joined now by Professor Alessio Patelano,

Department of War Studies at King's College London.

Thank you very much, Professor, for joining us.

So the first question is,

what are expected to be the main security issues under discussion at this year's Shangri-La Dialogue?

Thank you very much for the question and for the opportunity to join you on this platform.

First of all, I think it's very important to highlight that,

as you rightly pointed out,

compared to previous years, the Sianagula finds itself taking place in the middle of a variety of different conflicts.

How does that affect Russia's relations with North Korea?

Russia's relations with China.

And then you have in the Middle East with the continuously unfolding crisis around the Straits of Amut,

which of course has a direct impact on the Indo-Pacific,

and how that in turn is affected the relationship between Russia,

China, Iran, indeed, and some of the Gulf States,

and most of Southeast Asia.

Yeah, so weak challenges are most likely to dominate the discussions.

power competition, maritime security, emerging technologies, or the regional stability?

So I think there's three things that will be absolutely significant in this year discussions.

First of all, let's start with the positive dimension of this,

the one that has to do with regional cooperation,

and in particular, the shifting of the conversation towards having more resilient societies,

more resilient supply chains, and the construction of the digital infrastructure and the security requirements for that to do so.

Here, critical and the infrastructure protection,

I think, is going to be a specific element of discussion,

are probably going to be the two core topics of conversation.

And then a third dimension of this is the transformation of regional order,

the change of balance insofar as the great power relations are concerned

so how important is the shangri-la dialogue as a platform for countries to exchange views

and manage differences in times of uncertainty

so i think it is a most welcome news that

that Vietnam will take center stage when it comes to the keynote address in this year's Shangri-La.

In part, that is because we need to hear from voices of countries that are central to regional security architecture,

but at the same time,

in recent times, perhaps,

had less of an opportunity to speak their mind as a

listening to country like vietnam i think is very important from

that structural perspective i think many will look at vietnam perhaps not to find the ultimate answers

but to get inspirations on how to get on

and try to find it those answers for themselves yes once

again thank you professor patella no for joining us today so indeed as As professional Patel Ano has just said,

this year's Shangri-La Dialogue takes place against a backdrop of overlapping security challenges.

And in that context, Vietnam's presence at the opening session carries significant beyond protocol.

As party general secretary and state president Do Lam prepares to deliver the keynote address,

analysts say Vietnam is increasingly being watched as a country with a growing role in shaping regional security discussions.

As Vietnam prepares to open this year's Shangri-La dialogue,

the focus is not only on the symbolism of a high-level appearance,

but also on the message the country may bring to the regional security conversation.

In a fragmented global environment,

Vietnam has consistently emphasized strategic autonomy,

peace and stability, principles

that analysts say are increasingly relevant as the country takes on a more visible role in shaping regional security discussions.

I think that the presence of General Secretary Thu Lâm in this year's stronger dialogue is significant

because it signals that Vietnam is playing a growing role in shaping regional discourse on security.

And so I expect that the General Secretary will explain Vietnam's understanding of regional security and stability

and Vietnam's understanding of strategic autonomy.

For other observers, Vietnam's role is also rooted in geography.

Located at the heart of Southeast Asia and the Western Pacific,

Vietnam is increasingly seen as a significant regional actor with both strategic weight and diplomatic agency.

I think Vietnam is a significant regional power.

Vietnam has a large population, a medium-sized economy.

But I think most importantly,

Vietnam has a very strategic location.

I would call it a dual political resources Vietnam.

So these trade and security relationships reflect strongly Vietnam's preference to be friends to all and enemies to none,

and their ability to cooperate in meaningful, constructive manners.

Taken together, these perspectives point to a common theme.

Vietnam's message at Shangri-La is about both national interests and how middle powers can contribute to regional stability.

In a time of global turbulence,

Vietnam's experience of balancing, engaging and building trust may offer a perspective that resonates beyond Southeast Asia.
