1
Vietnam will officially pilot a domestic carbon credit trading exchange as outlined in a revised decree by the government.
2
With major industries preparing for tighter emission regulations and green investments gaining momentum, how ready is Vietnam to embrace this transition?
3
How can businesses make use of the trading exchange?
4
And what can Vietnam learn from international experience?
5
We'll find out more in this week's Crosstalk.
6
But first, let's see how Vietnam is setting its journey for the carbon credit trading exchange implementation.
7
From 2025 to 2028, Vietnam plans to trial its domestic carbon market,
8
with full-scale operations and international connectivity slated for 2029.
9
Key legal foundations include Decree No. 6, 2022 and the revised Decree No. 119, issued in June.
10
In particular by 2028, Vietnam aims to establish a national registry system,
11
launch a pilot domestic carbon trading platform and roll out carbon credit exchange and offsetting,
12
alongside programs to raise awareness and build capacity for a carbon market.
13
The Ministry of Agriculture and Environment will lead the development
14
and operation of the registry ensuring data integration between the registry and the trading platform from 2029 onward
15
vietnam plans to introduce greenhouse gas emission quota auctions finalize carbon credit regulations
16
and establish a full legal framework to connect the domestic market with the global carbon market.
17
So today we are happy to have Mr. Denzel Eads in the studio with us, Managing Director at Pioneer International Consulting, to talk about carbon credit.
18
And we will also be connecting with Mr. Pham Dang An, Vice General Director of Vũ Fong Energy Group and Director of VP Carbon.
19
Thank you so much for coming to our studio today.
20
Great, thank you very much for having me.
21
So firstly, the government's decision to pilot a carbon trading exchange signals a major shift in climate governance.
22
So from a business perspective, what specific changes will this bring to how companies operate and plan their mission strategies over the next few years?
23
Carbon as a financial input will have to be managed.
24
It will impact profitability.
25
So the price of carbon, the amount of carbon which is emitted by an entity will actually have a financial implication.
26
So that will impact financial planning.
27
It will also require that companies consider how they wish to manage carbon within their company.
28
And then related points to that will be how does the use of carbon want to be managed or mitigated?
29
New technology being introduced so that the cost
30
that you are bearing as an emitter of carbon is potentially reduced through more efficient technology,
31
or perhaps utilizing carbon reduction projects as a means of generating new carbon credits and profitability.
32
Sounds like there's a lot of work on the regulatory level in order to ensure
33
that the systems are in check and in place.
34
But also some companies are pretty new at this and unfamiliar with emissions accounting or compliance-based trading.
35
So how critical is capacity building at this stage?
36
And what types of support do businesses actually need to engage effectively in the pilot program?
37
We need first the shop local classes,
38
free templates, and cloud tune very important cloud tune for SME or the medium company,
39
at least it's up-to-date auditors, maybe even a carbon-grade hotline
40
because the task voucher of small load can cover the first audit course first you must do in Vietnamese.
41
Real local case study for the other can learn.
42
The second layer is the technical toolkit.
43
Maybe we need a standard MRP template.
44
an emission factor issue by the ministry, by government so everyone can start on the same page.
45
The third is the expert coaching.
46
Maybe we need a carbon help desk, hotline, a charge service, a GPT
47
or AI charge where the manager can get the fast answer why they're filling their data because this is very new,
48
new we own.
49
Considering the timeline to 2028 when Vietnam aims to shift from free allowances to auction-based quotas,
50
how should industries prepare for a future where carbon has a clear cost?
51
Even while allowance are still free, we can have still free from now to till around 2028,
52
but you must use an internal price.
53
Maybe you just use a round number, $10, $15, by the way, whichever.
54
make the manager, the director pay attention.
55
Add this code into every project proposal, just like you at the cost of electricity or the material.
56
That means two things happen.
57
The first, the hidden code, survey, so unproductive, high carbon project, drop off the table.
58
The engineer, the buyer, looking for the low carbon option by the strategy, not by the memo.
59
They must consider it as a strategy.
60
And what about you, Denzil?
61
What do you think about it?
62
You can effectively have modeling and shadow pricing to replicate the process
63
which will be introduced when there's a full carbon market launched.
64
So the shadow pricing can be used for the purpose of
65
modeling the scenarios whereby your carbon actually has a real-term impact on the profitability
66
your company so there can be a financial process internally
67
which is used to prepare for
68
that secondly i think there can be a process of transition
69
so if companies are looking at this future cost is the current operational model is the current technology used optimal
70
or is it thought
71
that perhaps in the course of the next one to two to three years the new technology
72
and new operational process can be introduced to reduce the amount of carbon which is emitted.
73
Then also with respect to the issues which was discussed in terms of monitoring,
74
really understanding how your business will be introducing the monitoring process.
75
What is it that needs to be measured?
76
What standards need to be adhered to with respect to that reporting?
77
And are your teams internally fully qualified and capable of undertaking
78
that such that the data which your company generates is compliant with the international standard
79
and then having the assurance the data which is generating is robust
80
and sufficient and that's a real challenge because
81
that data really needs to be very granular in its detail it needs to be robust to third-party verification and testing
82
This company specializes in producing bamboo products for export to the European and US markets, which have strict regulations on product carbon footprints.
83
The entire production process is chemical-free, forming a circular chain geared at green transformation.
84
Beyond sustainable production, the company is also preparing its supply chain for a green transition to support its emission reduction plans.
85
Meanwhile,
86
this consulting firm has successfully registered carbon credits for 22 projects in Vietnam.
87
They expect the pilot carbon credit market to create significant opportunities for carbon credit holders.
88
It helps actually existing players to stop exchanging certain benefits and certain carbon credits already in place.
89
Experts say Vietnam offers ideal conditions for businesses to tap into its abundant carbon credit supply.
90
According to the Ministry of Agriculture and Environment, Vietnam has over 300 registered carbon credit projects.
91
To date, the country has issued more than 40.2 million carbon credits across roughly 150 projects,
92
all geared toward international trade.
93
It also ranks among the world's top four countries in clean development mechanism, CDM registrations, behind only China, Brazil and India.
94
Definitely where there are challenges there will be a lot of opportunities as well.
95
This might be a repeat of what you've already mentioned
96
but just for clarity what are the biggest hurdles businesses face in generating verifiable and bankable carbon credits?
97
So I think there's an interesting component to this
98
which probably underlies a successful business strategy and that's having a coherent
99
and committed approach to the strategy which is being deployed and carbon credits do really reflect that approach.
100
So demonstrating a good story and to the reason as to why you are adopting carbon emissions reductions,
101
why you are embracing the new carbon market will be key to confidence
102
so that it's not simply an alternative track but it's part of a wider business strategy will be key.
103
Really understanding how the monitoring and reporting and the use and development of data
104
can support then that strategic decision will be key.
105
Yeah, and I guess we do have an advantage
106
because a lot of other countries have done it before
107
so we have a lot of experience that we can rely on in terms of research and analysis.
108
Orbit credit generation depend heavily on project design and verification.
109
So what challenges do companies face in aligning with international measurement,
110
reporting and verification standards, especially those that are new to carbon accounting?
111
Go digital first, yes.
112
Replace the paper logs with the secure smart method online with the verified auditor
113
or blockchain or something you can apply to your business.
114
build a carbon swap this is will be across team finance engineering operation
115
because if you you want to have a clear document
116
and strong focus training uh and
117
and then results the last one i think you should reach the people
118
and the process gap uh with an incentive uh maybe the training in Vietnamese for her own engineer,
119
finance staff, and maybe the manager learn to work together with a single playbook.
120
In early July, the Prime Minister issued Decision 21, setting clear rules on what counts as a green project.
121
The green taxonomy encompasses seven sectors and 45 focus areas.
122
It's seen as a crucial legal framework to unlock green finance.
123
Previously, banks were wary to lend, unsure if projects truly qualified as green.
124
This paper recycling company is planning a 1.9 million USD upgrade to recover 70% of waste water.
125
Under the new rules, it qualifies for cheaper green loans.
126
The average rate of 8% of the average rate is about 8%.
127
And compared to a company, I have determined that this rate is at a high level.
128
Banks also welcome the clarity.
129
Currently, most green credit goes to clean energy and agriculture.
130
Banks feel that without an official list, other sectors demand caution.
131
we will be able to produce international services.
132
Under Decision 21, certification will be issued by authorities or independent assessors, but businesses expect the process to be transparent,
133
simple, and to reduce the number of required business licenses.
134
Experts add that Vietnam will need clear quantitative indicators in line with international practice.
135
So how do you think the recently issued Decision 21 on green project classification can support carbon credit generation projects?
136
It is very important within the context of a carbon market
137
because projects will then effectively be verified
138
and there'll be a legal reference point for the basis on which those projects are clarified and classified as green.
139
So it's an important foundation through which then supplementary regulation with respect to the issuance of carbon credits can be added.
140
What policy or technical lessons from regional
141
and international carbon credit trading systems do you think Vietnam should prioritize if it wants to build an effective exchange?
142
We can launch investor trust whenever rules change the mid cycle.
143
I'll tell you a very simple.
144
Public is clear and long-term roadmap on day one.
145
And the second is the digital backbone.
146
If Vietnam wants to become the IFT, International Finance Center, we must focus not only digital backbone,
147
but maybe more than that, blockchain backbone.
148
So with Vietnam already engaging in bilateral mechanisms like the JCM with Japan,
149
what opportunities do you see for regional integration or project-based linkages with ASEAN or other markets?
150
So I think there are two big advantages from the existing JCM relationship.
151
First is the development of further bilateral relationships with countries within Asia.
152
So using the tried and tested relationship that exists with Japan to being rolled out bilaterally through Asia.
153
I think then the second is development of a regional framework through
154
which standards developed in Vietnam can be compliant with or indeed form the foundation for those multilateral frameworks.
155
So that's really ensuring that the monitoring, reporting and verification process is compliant.
156
Perhaps we'll see both happening in parallel,
157
more bilateral relationships such as the JCM and then in parallel a multilateral framework being developed.
158
But I think in terms of the medium term,
159
an ASEAN carbon trading regime is something definitely to be the target.
160
And finally, what changes would you like to see in Vietnam's regulatory environment to further support carbon credit trading?
161
We must define carbon credit as financial assets.
162
One law, one registry, one standard, and we can set a stable VAT.
163
That means one-stop digital portal for project approval.
164
with streamlined administrative procedures, project registration,
165
validation, trading project should be simple.
166
Well, thank you so much to the both of you for joining us for this very interesting conversation today.
167
Thank you very much.

  • "as outlined in a revised decree": "~에 명시된 대로"라는 의미로, 법적 문서나 계획을 언급할 때 자주 사용됩니다. 예: "The project will proceed as outlined in the initial plan."
  • "slated for 2029": "2029년에 예정되어 있다"는 뜻으로, 일정이나 계획을 설명할 때 유용합니다. 동의어로 "scheduled for"가 있지만, "slated"는 좀 더 공식적인 어조입니다.
  • "how ready is Vietnam to embrace this transition?": "베트남은 이 전환을 받아들이기에 얼마나 준비가 되어 있을까?"
