Now looking back at the concluded 23rd IISS Shangri-La Dialogue in Singapore,
2
one highlight we must mention is Vietnam participation,
3
especially with the country's top leader delivered a keynote address at the event,
4
bringing a range of matters to the discussion table.
5
Right, and international experts have pointed out Vietnam's leverage position with this speech,
6
and because that speech has outlined Vietnam's perspective of a safer,
7
more stable and more prosperous Asia-Pacific.
8
At the same time, highlighting the importance of international law,
9
multilateral cooperation, ASEAN centrality and constructive engagement amid growing geopolitical competition.
10
And to gain a deeper insight into how the international community received the message
11
and what it could mean for Vietnam's strategic role in the region,
12
our correspondent spoke with Mr. Ng Chi Kern,
13
director and chief executive officer of the IC's Yusof Ishak Institute.
14
So let's hear his assessment.
15
Mr. Ng Chi Ken, I thank you very much for giving us your time for the interview.
16
Which message that the party leader,
17
Toulam, did not address, attracted the greatest attention from international delegates?
18
I think his speech was a very powerful one.
19
And the very fact that he came here,
20
gave his speech in a very important conference,
21
was itself already a very strong message that he wants to send out to the world that Vietnam
22
is a country that's coming of age,
23
ready to play a stronger part in regional diplomacy.
24
In addition to that, I think there were a few strong points that came out from his interview.
25
The first is that the international environment is a tough one,
26
difficult one, there's a lot of disruption.
27
But at the same time,
28
he clearly thinks that countries working together have the agency and the ability to respond well and effectively to the disruption.
29
In addition, one of the key ways to respond to it is to re-emphasize international law,
30
international norms, so that we can master the situation.
31
I think those are very powerful messages.
32
So how do you assess Vietnam's position as outlined in the speech regarding the major power competition and Asian's mentality?
33
I think a very key point that came up from his message is
34
that we do not want to be caught to be caught up in a very zero-sum big power competition.
35
And for that, it's quite critical for Vietnam
36
and ASEAN to complement each other so that ASEAN as a whole has an agency to maintain our non-alignment,
37
maintain our inclusive regional architecture,
38
where we emphasize a win-win situation to international diplomacy and not a zero-sum approach to diplomacy.
39
and clearly he feels that Vietnam can contribute to ASEAN's centrality.
40
At the same time, if ASEAN can remain central,
41
it also helps Vietnam's position.
42
And this synergistic relationship between ASEAN and Vietnam was very strong in his speech.
43
In your view, what impact could the party leader's speech have on Vietnam's international image,
44
the strategic standing and foreign relations in coming years?
45
I think it has clearly managed to convey a very good image of what Vietnam is about.
46
I think it conveyed the image that Vietnam domestically is stable,
47
is very reform-minded, it's able to effect long-term,
48
sustained improvements in its governance and economy.
49
And they're using that as the basis to be able to play a stronger part in regional diplomacy.
50
And I think it's a message
51
that many countries welcome the chance of working together with Vietnam to contribute to regional cooperation and stability.
52
Thank you very much for the interview.
53
Thank you very much.
