86

87
Justinian knew that to reach his dream, he first needed peace in the East.
88
He made a deal with the Sassanid king.
89
This was called the eternal peace.
90
The peace cost the empire a lot of gold, but it gave time and freedom to look west.
91
There, old Roman lands were ruled by outside groups like the Vandals.
92
Justinian wanted these lands back.
93
In North Africa, the Vandals had taken control.
94
They had kings and armies, but some people still hoped for Roman return.
95
In 533, Justinian sent his best general, Belisarius, with an army to Africa.
96
He used a small reason to start the war.
97
A new Vandal king did not like Rome.
98
The army landed near Carthage.
99
In two big battles, Belisarius beat the Vandals, first at a place called Ad Decimum, then again at Trichimarum.
100
The Roman flag was raised again in Carthage.
101
It was a great win for Justinian.
102
Old Roman lands were back in the empire after almost a hundred years.
103
Taking land was not the end of the job.
104
Justinian needed to keep control.
105
But there were too few soldiers, and many people were still loyal to Vandal rule.
106
Soon, local groups began to fight back.
107
Some Byzantine soldiers even chose to rebel and refused to follow orders.
108
The land was not as safe as it looked.
109
Belisarius had to return again to stop the troubles.
110
Holding Africa was not easy.
111
The emperor found that winning a war was simpler than keeping the peace.
112

114
Justinian sent Belisarius once again.
115
In 535, he attacked through Sicily, an island in the south.
116
Then he moved to Naples and broke its walls after a hard fight.
117
By the end of 536, Belisarius entered the city of Rome without a battle.
118
People there opened the gates for him, and he raised the Roman flag once again.
119
The Ostrogoths wanted Rome back.
120

123
Food in the city became short.
124
Belisarius and his men worked very hard to protect Rome from the strong enemy armies.
125
At last, help arrived from Constantinople, and the Ostrogoths left.
126
It was a hard time, but the city stayed in Roman hands because of strong defense.
127
After Rome was safe, trouble came in the north.
128
The city of Milan had asked for help from the empire, but generals did not send enough soldiers.
129
The Ostrogoths attacked with help from the Franks, another strong group.
130
They broke into Milan and destroyed the whole city.
131
Most people were killed.
132
This loss made Justinian very angry.
133
He called back one of the generals and gave full control to Belisarius, who went on to lead more winning battles.
134
In 540, Belisarius reached Ravenna, the capital of the Ostrogoths.
135
Instead of fighting, the Gothic leaders offered to make him both king and ruler.
136
Belisarius acted like he agreed.
137
He came into Ravenna with his army.
138
After entering the city, he arrested King Whiteges and sent him to Justinian.
139
This surprised everyone.
140
Belisarius stayed loyal to the empire.
141
The Roman flag now flew in Ravenna too, and more of Italy was under Roman rule.
142
Even after winning many battles, Justinian's problems were not over.
143
In 541, a new Ostrogothic leader named Totila rose and began to fight back in Italy.
144
Totila was smart and fast.
145
He took back Roman -held cities one by one.
146
Towns that once welcomed Justinian's army now opened their doors to the Goths again.
147
Totila treated people well in conquered cities.
148
Some began to like his rule better than the empires.
149
This made it harder for Justinian to keep control of Italy.
150
While trouble grew in the west, more danger came from the east.
151
The peace with the Sassanids was broken when their king, Kozrau, started to invade again.
152
Sassanid armies entered Byzantine lands fast.
153
They burned farms, took towns, and scared the people.
154
The army had to be split to fight in two places at once.
155
This weakened the empire.
156
Now soldiers were fewer in both Italy and the East.
157
Justinian had a hard time choosing where to send help first.
158
As wars spread, something worse came.
159
In 542, a deadly sickness hit Constantinople.
160
It killed thousands each day and filled the streets with fear and sadness.
161
This plague came from far lands and spread quickly.
162
Even Justinian got sick, but he lived.
163
Many others, rich and poor, died without warning.
164
Shops closed, workers stayed home, and farms were left empty.
165
The city stopped moving.
166
Nothing like this had happened in the empire before.
167
The plague also hurt the army.
168
Many soldiers died or were too weak to fight.
169
The empire could no longer send enough men to win battles or save cities.
170
With fewer people, collecting taxes became hard.
171
The empire had less money to build things, pay workers, or feed the people who lost their jobs.
172
Cities shrank, farms stood still, and trade stopped in many areas.
173
The great power of Justinian began to look weaker than ever before.
174
Even as wars tired the empire, Justinian worked on something very important at home.
175
He wanted to fix the laws, which were old and confusing to many people.
176
He chose smart men to read all the old laws and write them again in a better way.
177
This group made the Justinian Code, a clear set of laws for the empire.
178
These new laws helped judges and leaders do their jobs better.
179
The Code talked about family, land, crime, and more.
180
It stayed useful for many years after.
181
Justinian also wanted to make the city more beautiful.
182
After a big fire during the Nica riots, many buildings were gone.
183
One of them was a large old church.
184
He started building a new church called Hagia Sophia.
185
He told the best designers to make it big, bright, and full of light.
186
It took many years to finish.
187
When it opened, people were shocked by its beauty.
188
Big walls, colorful stones, and high ceilings made it the greatest building in Constantinople.
189
While the church rose, wars still needed men and money.
190
The empire paid for soldiers, ships, and food.
191
These things cost a lot and weakened the state.
192
Justinian won back many old Roman lands.
193
But keeping them safe was hard.
194
The empire had to fight often, and some places did not like Roman rule.
195
Some cities were damaged in war, while others stayed empty after the plague.
196
Even with victory, the empire felt tired and its people needed peace.
197
In In 565, Justinian died at 83 years old.
198
He had ruled for nearly 40 years.
199
Even after sickness and war, he stayed strong until the end of his life.
200
He had no children to take the crown.
201
The next emperor was his nephew, Justin II.
202
The great dream of Justinian was now in other hands.
203
His death ended a long and busy rule.
204
People remembered him for law, buildings, and wars.
205
His story would live on for many years to come.
206
Justinian's life was not only about war or power.
207
He had a bigger goal.
208
He wanted to bring back the great Roman Empire and its honor for everyone to see.
209
His dream was not new.
210
Many had wanted to fix the empire, but Justinian worked harder than most.
211
His actions and ideas gave new life to old Roman pride.
212
Thanks to him, many lands spoke the name of Rome again.
213
He built more than buildings.
214
He built hope.
215
His dream was stronger than fear or pain.
216
Justinian's laws helped shape many parts of Europe for a long time.
217
The Justinian Code lived on in courts and books, even after his empire grew weak.
218
It gave people clear rules about life, family, and justice.
219
Later leaders copied parts of it.
220
His law made sure people had order, even when rulers changed.
221
This code was more than rules.
222
It helped people live better lives.
223
It taught right from wrong and showed that laws could be fair to all people.
224
His dream could not last forever.
225
Rome did not fully return, but the things Justinian started made a path for others to follow and dream big too.
226
The land, people, and power changed many times.
227
Still, pieces of his work stayed.
228
His buildings stood tall and his laws were used again and again.
229
Even today, many people remember Justinian.
230
Not for each battle, but for what he tried to build.
231
A world where ideas and law were stronger than war.
232
History is full of great kings and leaders, but Justinian's story is special.
233
He was not born rich or noble.
234
He came from a small place with almost nothing.
235
This makes his rise more powerful.
236
He used his mind and heart to move forward.
237
His uncle helped at the start, but Justinian worked hard for his power from laws to churches,
238
from peace to wars, his hand touched them all.
239
His ideas stayed even after he was gone.
240
That is why Justinian still matters today.
