General Secretary Tolem made a very important visit to Singapore where we upgraded our relationship to a comprehensive strategic partnership.

This will be the first time

that the General Secretary of the Communist Party of Vietnam will deliver the keynote address at the Shangri-La Dialogue.

And it tells me a number of things.

First, there is much interest in the region

and in the world in hearing the General Secretary and Vietnam's views on the current geopolitical and geoeconomic situation.

Second, it's an important recognition of the achievements that Vietnam has made.

I think Vietnam has joined ASEAN now just over 30 years ago.

And since then, Vietnam has been the most active member of ASEAN,

driving its political stability, its economic integration and the people-to-people community.

Third, I think it shows that Vietnam is poised to play a more active role in addressing such geopolitical and geoeconomic uncertainties.

The invitation extended by Singapore marks continued momentum of the Vietnam-Singapore relations.
