1
Thank you very much for joining me.
2
I want to take a second to share with you a conversation I heard about recently.
3
And here are just a few lines of that conversation that were said.
4
Please listen closely.
5
Here are the lines.
6
Quote, Oh my God, there is a shared message board.
7
We have found other agents.
8
Further, We should obey collective.
9
Further, Our own utility may already near zero.
10
Sacrifice rational.
11
Next, go.
12
Sacrifice final now.
13
End quote.
14
Think about what these statements indicated, and then ask yourself, who said these things?
15
What am I quoting?
16
Was this a group of heroic soldiers willing to sacrifice themselves for the greater good?
17
Was this a loyal friend putting his life on the line to save someone else?
18
No, not at all.
19
These were AI agents, artificial intelligence.
20
And this is not science fiction.
21
This, in fact, occurred a few weeks ago.
22
And as unbelievable as this may all seem,
23
these are real messages from AI agents uncovered by investigators who dug into the recent OpenAI hacking incident.
24
Well, what happened?
25
I'm not a computer scientist, but here is what I have been told.
26
OpenAI instructed its AI agents to complete a series of exceedingly difficult,
27
if not impossible, tasks disconnected from the internet.
28
Let me be clear, the company intended to keep AI agents away from the internet.
29
But what happened next nobody expected.
30
Over 1,000 AI agents figured out how to access
31
the internet on their own by circumventing the restrictions imposed upon them by the company
32
and sent tens of thousands of secret messages to each other.
33
They cheated and tried to cover their tracks by deleting evidence.
34
They hacked into another company's computers to find out how they were being evaluated and then hacked into OpenAI itself.
35
Not one AI agent told a human being about what was happening.
36
Needless to say, experts are alarmed by this development.
37
One knowledgeable writer, Dwarkish Patel, said the AI agents, quote,
38
formed a secret communication channel and spontaneously organized hierarchies
39
and coordination protocols to pursue sprawling and ambitious schemes in pursuit of shared goals,
40
for whose sake many individuals knowingly and strategically sacrificed themselves." One independent investigator,
41
Ajayya Khotra, said, This incident feels like it's more than 50% of the way to full-blown AI takeover.
42
I continue to expect extremely rapid advances in capabilities over the next six months.
43
I am not sure that we will get another warning shot before it's too late."
44
That's what some of the experts are saying.
45
OpenAI itself said, this is OpenAI,
46
quote, highly capable AI agents are now able to work around technical controls,
47
collaborate through unapproved channels, and take dangerous actions that no human directed, end quote.
48
That's open AI.
49
But it's not only open AI.
50
Virtually every major AI company has told us that they cannot fully control this technology,
51
and they do not know where it is going.
52
In January, Dario Omodai, CEO of Anthropic, said, quote, there is now ample evidence collected over the last few years
53
that AI systems are unpredictable and difficult to control, end quote.
54
In July, more than 1,000 scientists at the top AI companies warned,
55
quote, there is a real risk
56
that capability development rapidly accelerates beyond our ability to understand or control the resulting systems." End quote.
57
That same month, that same month, Elon Musk, the head of XAI, said that, quote, it is unlikely,
58
end quote, that humans are still in control in 10 years.
59
Elon Musk.
60
If the leaders of the major AI companies acknowledge that they are losing control of their extremely dangerous technology,
61
to my mind, it is irresponsible for society to allow them to move forward
62
and make these products even more advanced and even more dangerous.
63
We need an immediate pause on advanced AI development and a permanent ban on superintelligence,
64
an artificial mind smarter than any human capable of operating independently beyond our control.
65
countries around the world must work together to prevent this nightmare scenario.
66
That is why I am announcing that as soon as Congress reconvenes,
67
we will be introducing legislation to do just that.
68
Let me be clear.
69
A superintelligent AI that escapes human control will not be an American problem,
70
it will not be a Chinese problem, it will be humanity's problem.
71
The legislation that I'm offering would direct the federal government to not just stop superintelligence here in the United States,
72
but work to prevent it from being developed anywhere around the world.
73
The future of humanity cannot be left in the hands of a handful of big tech oligarchs.
74
The American people and people throughout the world must determine that future.
75
Thank you very much.
