Vietnam's National Assembly has concluded its first extraordinary session of the
2
16th legislature after 17 working days in two phases from August 3rd to the 24th.
3
The session focused on urgent legislative and development priorities, with lawmakers adopting 15 laws and 6 resolutions.
4
Joining us now is Mr. Hoang Van Nghia, National Assembly Deputy for Quang Ngai Province, who took part in discussions on these issues during the extraordinary session.
5
Thank you for joining us on The Point.
6
Thank you for having me.
7
So the National Assembly has just concluded its first extraordinary session.
8
Why was this session particularly significant at this time?
9
This session holds a profound strategic significance.
10
It directly aligns the party with people's hearts to drive breakthrough national developments at very critical junctions.
11
As President Truong Thanh Munt highlighted in his closing address, this section reflects ultimate flexibility,
12
speed and tight coordination between the National Assembly and the government.
13
It demands a resolute operational spirit across the entire political system.
14
Say it, do it, do it immediately and effectively with zero tolerance for the pro-crastination of passing the buck.
15
and by stepping into resolve real-world friction right as the country enters their acceleration phase.
16
And this section lies a salute of the institutional foundations to ensure rapid sustainable growth and rightly improve people's everyday lives.
17
So as a National Assembly deputy who participated in this session, What do you see as the key highlight of this session?
18
Well, the absolute highlight was the fundamental shift in legislative mindset
19
towards an enabling development oriented
20
and highly adaptable framework backed by the unrepresented national assembly responsibilities.
21
The very first one shipped to post a check and administrative reform
22
and we made a decisive move from from pre-licensing to post-inspection.
23
A prior example is passing legislation that casts 47 conditional business requirements and delegates 24 administrative procedures
24
directly to provision authorities.
25
And second, adoptions of framework legislation.
26
The next assemblies focus on high-level principle and structure stability
27
while granting flexible regulatory space to the government to adapt shifting to real-world market changes.
28
And what makes this extraordinary recession particularly significant is the extent to
29
which many of the issues discussed are connected to people's everyday lives.
30
From urban development and public services to administrative reform and economic opportunities,
31
the new policies aim to address practical challenges faced by citizens and businesses.
32
One example is the National Assembly's approval of a resolution to reduce personal and corporate income taxes,
33
a move that has received strong support from individuals and businesses.
34
Since the beginning of the year, Lux Restaurant has seen revenue rise by around 10% compared with the same period last year, but profits have not risen at the same pace.
35
With a tax reduction, the money retained can quickly be reinvested in the business, covering everything from ingredients and utilities to labor costs.
36
Under the resolution recently adopted by the National Assembly,
37
individuals, household businesses
38
and enterprises with annual revenue of no more than US$380,000 will receive a 30% reduction in personal income tax
39
or corporate income tax for 2026 and 2027.
40
The tax savings will remain with businesses with no additional application procedures or costs required.
41
The cost of the tax rate is a cost to the government.
42
If the government is working in two years, it is quite good for the government to have a source of money.
43
With a few hundred million, it is not a large amount, but it is a very important thing.
44
One is the attention of the government and the government's attention to the government.
45
The 30% income tax reduction
46
is designed to support the vast majority of household businesses and small enterprises.
47
The .
48
to build the growth of the financial sector in the long term." According to Ministry of Finance estimates,
49
the policy is expected to reduce state budget revenue by around US$257 million over the two years.
50
However, the money retained by businesses can be reinvested in production and commercial activities,
51
while the policy could also strengthen competence in the private sector.
52
The National Assembly has approved a 30% cut-in personal and corporate income tax for the 2026 and 2027 tax years.
53
It is expected to ease the financial burden on people and businesses.
54
From your perspective, how significant is this reduction and what tangible difference could it make to people's daily lives?
55
Well, you know, this 30% tax cut is a direct immediate financial lifeline
56
that translates macro policies straight into people's daily life
57
and enterprises as well covering business entities with annual revenues under 10 billion Vietnam and this policy reaches 99% of individuals,
58
businesses, households, roughly 2.7 million families and over 81% of all small enterprises.
59
So it means around 865,000 firms across Vietnam It immediately improves working capital,
60
protects local jobs, keeps consumers' prices stable,
61
and noturns glass roots and economic resilience.
62
You contributed to discussions on a number of issues during the session.
63
Could you tell us and our viewers more about some of these issues?
64
I think the law on special urban developments,
65
which sets for new institutional legal frameworks and new policies for Ho Chi Minh City as the country's largest economic dynamic engines.
66
Also for another special economic zones and, you know, the marine recombination economy.
67
Also many other special economic zones like airport economy.
68
So I think that a lot of new legal developments can bring the impact,
69
direct impact for the enterprises and for the people and for the country in the coming years.
70
Thank you so much for your sharing.

Что такое техника Shadowing?
