The United States wants China to ensure a stable supply of rare earth minerals to the international market.

But Washington does not appear ready to ease its own export controls in exchange for increased Chinese supplies of rare earths.

President Trump has challenged China and domestically he would look like a fool if he gave in to what China is demanding.

China will not give President Trump what he wants.

President Trump would, for example, would want more investment and would allow more companies to have entry into China.

And China can't afford to do that now because their economy doesn't allow for U .S.

companies to come in.

In the days leading up to the visit, the U .S.

Commerce Secretary and the U .S.

Trade Representative have continued negotiations with their Chinese counterparts on rare earths and artificial intelligence.

China has leveraged its dominant position in rare earth supplies to bring the United States to the negotiating table over tariffs.

Other issues drawing attention include U .S global security.

China recognizes there will be a multipolar world, and it wants to be the top of one of those poles.

And so I think the discussion that will take place is one where President Trump will try to pressure the Chinese president,

and he will fail because China is not frightened by the United States.

The United States needs China more than China needs the United States.

The United States and China play critically important roles in maintaining global economic stability.

The disputes over trade and tariffs have demonstrated that each side has its own leverage and the ability to affect the other.

Observer are watching closely to see whether this meeting at the

White House can have established greater stability in US -China relations and in turn provide greater stability for the global economy.

What's the outcome of the meeting between the president of the UNT states and president of China?

Well, that's probably the most asked question in Washington DC right now, and nobody honestly knows.

I think we can safely assume that there will not be any big structural agreement on our economic disagreements.

China is not willing to make the kind of concessions, reforms to its system that would address U .S concerns.

And the U .S isn't going to make any big concessions either.

So best case scenario on the economics, I think, would be that we see a continuation of the ceasefire

that started during President Trump and President Xi's last summit in Korea, meaning we'll keep tariffs relatively low.

China may make some purchase promises, but it won't actually follow through with those
45
and we'll get another few months maybe another year of this strategic stability in the relationship.

We'll have discussion on other things, both leaders have indicated they want to talk about AI governance for instance,

but I don't, I would be surprised if we see any real concrete agreements on things like that.

US and China agreed to set of a trade council monitoring trade deficit,

do you think this mechanism can work well to eliminate the trade tension between the two sides?

No, of course not.

Nobody really knows what the trade council is, but what we do know is that...

U .S.-China trade deficit has grown this year.

It grew last year.

It'll grow in the next year, in all likelihood.

As a percentage of overall trade, China's trade with the U .S has decreased, as U .S trade with Vietnam and others has increased.

But in absolute terms, we're not going to see the trade deficit wiped out, because at the end of the day,

American consumers want to buy more things from China than China wants to buy from the United States.

And that's just the way the trade works.

Do you think the good results in meeting with China will have President Trump and his party in the midterm election?

No. I mean, I highly, highly doubt it.

Voters don't vote based on foreign policy.

They never have.

There are very few exceptions.

If you're in the middle of a war, like the president is right now that's very unpopular, then that's going to hurt you.

But it seems extremely unlikely that anything

that could come out of the summit at the end of this month would matter to most Americans.

And they wouldn't feel any benefit from it in time to change their votes in the midterms.

The summit is coming a month and a half before the midterms.

The vast majority of voters already know who they're going to vote for.

And nothing that happens between Trump and Xi would change that.
