“It is said that…”

लोग क्या कहते, मानते या सोचते हैं, यह बताने के लिए — बिना यह बताए कि कौन — अंग्रेज़ी में दो ढाँचे हैं: It + be + past participle + that + उपवाक्य, या कर्ता + be + past participle + to-verb। ये समाचार, रिपोर्ट और औपचारिक लेखन में आम हैं, और इनसे दूरी बनी रहती है — लिखने वाला यह दावा नहीं करता कि बात सच है।

आम क्रियाएँ: say, think, believe, know, consider, expect, report, understand, allege, estimate। consider के साथ to be हटाया जा सकता है: He is considered (to be) the best player।

💡हिंदी में हम सीधे कहते हैं “कहा जाता है कि…” — बिना किसी कर्ता के, इसलिए सीखने वाले अक्सर “Is said that…” लिख देते हैं। लेकिन ढाँचा 1 का “it” एक खाली कर्ता (empty subject) है — इसे छोड़ा नहीं जा सकता। अगर आप “people” रखना चाहते हैं, तो active लगाएँ: People say that… — “People are said that…” नहीं।

ढाँचा 2 में infinitive से पता चलता है कि बताई गई बात कहने या मानने के साथ-साथ, उससे पहले या उसके बाद होती है:

• Coffee is thought to have been brought to Vietnam by the French.

  माना जाता है कि वियतनाम में कॉफ़ी फ़्रांसीसी लेकर आए थे। (बहुत पहले हुआ → to have been V3)

• The singer is reported to be in hospital.

  खबर है कि गायक अस्पताल में है।

• More than 300 people are known to have attended the meeting.

  यह पता है कि उस बैठक में 300 से ज़्यादा लोग आए थे।

is said / is believed = लोग अभी ऐसा कहते या मानते हैं। was said / was believed = लोग पहले ऐसा कहते या मानते थे (शायद अब नहीं)। Present Perfect भी चल सकता है: It has been reported that…

• The Earth was once believed to be flat.

  कभी माना जाता था कि पृथ्वी चपटी है।

• The ship was thought to have sunk in a storm.

  माना जाता था कि जहाज़ तूफ़ान में डूब गया था।

• It has been reported that two people were injured.

  खबर है कि दो लोग घायल हुए हैं।

there के साथ: There is said to be… = It is said that there is… आम बातचीत में लोग इन ढाँचों का कम ही प्रयोग करते हैं; वे कहते हैं They say…, Apparently…, या be supposed to (= लोग कहते हैं)।

• There are thought to be fewer than a hundred of these birds left in the wild.

  माना जाता है कि जंगल में इन पक्षियों में से सौ से भी कम बचे हैं।

• That new pho place is supposed to be really good.

  सुना है वह नई फ़ो की दुकान बहुत अच्छी है। (अनौपचारिक = लोग कहते हैं)

• They say the shop on the corner is closing down.

  लोग कहते हैं कि नुक्कड़ वाली दुकान बंद होने वाली है।

💡be supposed to का एक और अर्थ है: “नियम या योजना के हिसाब से करना चाहिए” (You're supposed to wear a helmet)। पाठ “be supposed to / about to / likely to” देखें।

  ✓It is said that the airport will open next year.

  खाली कर्ता It चाहिए।

• ✗He is believed to steal the money last year.

  ✓He is believed to have stolen the money last year.

  बात पहले हो चुकी है → to have + V3।

• ✗The museum is known being the oldest in the city.

  ✓The museum is known to be the oldest in the city.

  be known / said / thought + to-verb, -ing नहीं।

• ✗People say him to be very rich.

  ✓He is said to be very rich. / People say that he is very rich.

  say के साथ active ढाँचा say + व्यक्ति + to-verb नहीं होता।

• ✗The lake says to be very deep.

  ✓The lake is said to be very deep.

  झील कुछ नहीं कहती → passive is said।

• ✗She is said to be won the prize twice.

  ✓She is said to have won the prize twice.

  बीता हुआ काम, active → to have + V3।
